【Special Measures on the Exemptions and Extensions on Utility Payments】
The electric, gas, water, sewage, NTT East, and cell phone companies may allow extensions or exemptions of payment, depending on the situation. These special measures require that the customer contact the company. Please ask individual companies for details.


【Relief supplies for those with food allergies.】
For information on how to get relief supplies suitable for people with allergies please contact the “Allergy-no-kai”, a national organization for people with allergies. In Iwate the contact number is 090-7233-2736 (Suzuki-san)


【Mobile phone contracts】
Until 2011/08/31 people affected by the disaster who do not have the documentation required to prove their identity can enter into mobile phone contracts by stating their name, date of birth etc.


【Emergency small cash loans】
There are interest free loans available for those affected by the disaster. The loan limit is set at 100,000 yen for individuals and 200,000 yen for families caring for and living with a person with special needs. Please apply at the Social Welfare Council of you affected area.


【Extension of duration of stay】
For foreigners living in Iwate whose duration of stay is due to expire on 2011/8/30, the registration period has been automatically extended until 2011/8/31. Foreigners for whom this extension applies can stay up until that day without renewing their duration of stay and it will not be considered as illegal.


【Expressway Information】
At 6am on March 24th, all limitations on Tohoku roads have been removed. All vehicles may now use them as normal


【Transit】
The Tohoku Shinkansen Morioka―Shin-Aomori route reopened at 11:20. 7 departures and 6 arrivals are planned for the 22nd. The Nasushiobara-Morioka route is closed.


【free accommodation for pairs of mother】
The Morioka NPO, Iwate Kosodate Net, is offering free accommodation for 20 pairs of mothers and infants who are earthquake victims. Mid-wives, obstetricians, and gynecologists will also be available at the facility. Inquiries TEL 019 652 8636

Morioka city opens municipal apartments and houses for the disaster victims
Municipal apartment (Shiei Juutaku) - open one year (possibly extended), free room rent, common service charge and public utilities are owed by the tenant.
Employment promotion houses (Koyou Sokushin Juutaku) - open 6monthes (possibly extended, free room rent, public utilities owed by the tenant.
Application period : From March 31 to April 11

Morioka city opens a 'living consultation' counter for disaster victims

Hours open : from 8:30am to 5:30pm / weekdays, from 9:00am to 4:00pm on Sat&Holidays

Morioka City provides special payments for 'disaster relief' such as :
1) Saigai Choui Kin - condolence money
2) Saigai Shougai Mimai Kin - condolence money for the disabled by the disaster 
3) Saigai Engo Shikin - Loan plan
